IOM trains cadre of 9 CT trainers and facilities anti-trafficking law dialogue
On 15 June, IOM Jordan finished an intensive seven -day training of trainers (ToT) for police officers and labour inspectors from Amman, Irbid, Jerash and Tafileh Governorates. The training is the last in a series of activities aiming to form a team of qualified trainers on anti-human trafficking within the government able to spread training across government and the non-government sectors.
IOM’s assistance on counter-trafficking come at a critical time for Jordan. As well as increasing labour migration into Jordan, the continued refugee crisis spilling over from neighboring Syria has made a large population significantly vulnerable to trafficking within Jordan.
A lack of qualified trainers amongst the staff of relevant authorities has remained a significant gap in efforts to combat human trafficking in Jordan. Nine officials were selected on merit from previous sessions held by IOM to attend this ToT focused on identifying victims of trafficking, with specific emphasis on vulnerable migrant workers and training techniques.
Creating such a cadre of trainers embedded within relevant government departments provides a sustainable model of capacity building, as it provides the authorities of Jordan with the tools to cascade necessary training to their staff themselves rather than relying on outside experts.
During the seven days, IOM also held a meeting in parallel with 11 judges and prosecutors on Jordan’s anti-human trafficking law in order to identify gaps and areas for improvement. Discussions also covered how to apply international human rights standards alongside Jordanian national law in better protecting migrant workers and victims of trafficking.
The training and roundtable discussion took place within the framework of IOM’s regional project on Action to Protect and Assist Vulnerable and Exploited Migrant Workers in the Middle East and North Africa (PAVE), funded by the European Union and co-funded by the Italian Ministry of Interior, as well the Italian-funded project ‘Support to the Jordanian Law Enforcement in Combating Smuggling of Migrants and Trafficking in Persons’.
